Hi dear,
During all India counseling candidates can take a seat any college irrespective of the state. While in state counseling one can only take seat in colleges of that particular state.

Yes during the counselling of all India quota seats of medical the students are free to choose join there Home state medical colleges under 15% All India quota seat.
You have to put your preferred home state medical colleges in the top of your selection list and if you are eligible then you can easily grab a seat and join under 15% All India quota seat.
