Even if you don't lock the mock seat you're eligible for the counseling. You may further make the changes or alter them for the mock seat allotment as per your convenience or interest as it is required. So the answer to your query is no, you need not to lock the choices at the time of mock counseling because locking before it defeats it's purpose.
