You have not mentioned about the exam which you want to know, As you belong to Telangana ,So Generally Ap-eamcet cutoff  keeps on changing each year depending upon various factors such as :

• Previous year AP EAMCET cutoff trends

• Total number of applicants

• Total number of seats

• Difficulty level of the examination
  
  Under 40k rank your chances of getting cse seat in top colleges are low. Generally the closing rank for Cse is below 15k in most of the colleges( assuming you belong to the general category ). However you can get other branches also in good colleges according to your category.
