BITSAT is an entrance exam conducted for admission in B.E courses in BITS campuses.You any government job through placement after completing engineering.You may get placed in top colleges because placement in BITs is very good.But for getting a government job you will have to apply for various exam after completing engineering.
Also you need to decide that in which section you want to work, like if you want to work in engineering field then you can apply for exam like IES and GATE.
If you want to work in civilis then you can apply for UPSC CSE,SSC,IB etc.You can also apply for Bank PO and SO exams.There are so many government sector jobs in which you can apply after completing your graduation.
