Hello Aspirant,
No,you cannot apply for UPSEE examination since you are not eligible because diploma candidates cannot apply for engineering courses but they can apply for only B.Arch courses if they are having a 3 years Diploma in Architecture (10+3) recognized by Central / State Government.
But you can apply for UPSEE lateral entry examination and for that you should have qualified the 3-year engineering diploma course from a recognized institute in Uttar Pradesh or if your parents are domicile of U.P.
You should have passed the diploma engineering course with at least 45% aggregate marks.
