ews quota is for families of general category whose annual income is less than 8 Lacs. So if your annual income is less than 8 Lacs then you can apply under ews category but remember you have to fill to form for that . If you have not filled during the right time which was before 31st may then it's too late for you to get benefits of ews quota . As you have stated that you were not able to get the procedure done then you can't get the benefits of that .
