Yes my friend he can score even 100 percentile in cat.
I admit that cat results are being dominated by engineers but if you can score good percentile in cat being from commerce background then you will get a upper hand in academic diversity quota given by many b schools and iims.
It totally depends upon your dedication and knowledge.
CAT cutoff will depend upon various factors. Some of the factors determining CAT cutoff can be mentioned as follows:
Difficulty level of exam
Number of test takers
Number of candidates qualifying for the next rounds
Number of seats
Institute repute or ranking

Colleges also give some extra marks to students with non Engineering backgrounds during their selection process.
