No,you can apply in another state until and unless you are a domicile of the that particular state.

It means if you have done your education in that state,or your are the resident of that particular state then you are eligible for applying in that state.

If you are not a domicile then you can't apply.

I suggest you to apply in your state itself.Because mop-up round is for allotting seats who haven't got a seat.So,there are chances of getting a seat.
