can anyone get admission in medical college without non cremie layer certificate

The question you have asked is not clear. Can you be please more precise and then ask your question again because it's really difficult to understand what you are exactly wanting to ask.  Meanwhile if you want to try to get admission under some reservation category while you don't have the certificate then dear student you cannot get admission under that category. As to prove you belong to that category you should have the certificate for the proof. I hope this was helpful
