Can anyone take part in aiq mopup round counselling 2019? Does we have to pay registeration fee again if paid in 1st &2nd round?

Yes, if the candidate have paid the fees once then he/she can take part in the AIQ mop up round. And there is no requirement of paying fees again if your have paid once during Round 1 and Round 2 counselling. You just have to open the portal once the mop up round starts. It will be conduct in online mode only.
