Yes, you can definitely appear for UPSC exam if you meant UPSC CSE exam as it has only one requirement regarding educational qualifications and that is graduation in any subject from a recognized college/university.

Your educational background is not a bar when it comes to appearing for UPSC Examinations. The only educational criteria is for you to have a graduate degree in any discipline. Apart from the educational background, you require to fulfill the age criteria [i/e/, you must be more than 21 and less than 32 years of age]. Moreover, not more than 6 attaempts are permitted for the exam.
