Can bsc final year student apply for upsssc chak bandi adhikari post 2019

As per the official notification of Uttar Pradesh Subordinate Services Selection Commission (UPSSSC), candidates with a graduation degree from any stream are eligible for UPSSSC Chakbandi Adhikari Post. However, nowhere in the notification, they have mentioned that the final year students can also apply. So, as per the information in the official notification, we assume that final year students can not apply for it. Only if you have passed the graduation, you become eligible for the exam.
