Can class 12th repeaters appear in neet - ug? Or is there any permanent ban on them for neet.

You can apply for this provided you have 50% marks in PCB Class 12th.

Yes, for sure if he/she fulfil NEET criteria of subjects and other aspects like 12th from Regular School.
Right now nios & private candidate are eligible for Filling the neet form only in next hearing of SC on 16, April 2018 Court will decide candidate will appear for NEET Exam or not.
Don't be panic there are 99.9% chance for appearing in Exam, rest 0.01% depends on situation.
