Well yes you can as your attempt is counted from the year you passed 12 and if your giving 12 again from NIOS board you will have 2 attempts of Advance & 3 for Mains. No matter if you appeared for Jee in past because its attempt were based on your previous result.

You are not eligible to appear for JEE ADVANCED 2019 Since you have already appeared for it twice.
