Can i apply and get the seat in state councelling even after i attended and got the seat in national councelling??

If you appear in AIQ(National counselling) and you got college but you didn't took admission then you can appear in state counselling and take admission through state counselling.But if
If you appear in AIQ(National counselling) and you got college and you took admission then you will have to pay lakhs of rupees to leave the college.There is a penality charge for all state MBBS colleges.
You can appear in any counselling AIQ as well as state counselling but you have to take admission through only one to avoid penality .
To appear in state counselling you should not accept college through AIQ counselling.
