NEET UG and NATA are the National level exams which means candidates from all over the country can apply for these exams.
Firstly, I will explain about the NEET exam. See, NEET UG is the entrance exam for admission to medical, dental and AYUSH courses in the country. All the candidates qualifying the eligibility criteria of the NEET exam are eligible to apply for the exam.
NEET UG eligibility criteria-
Candidates should have passed 10+2 or equivalent with Physics, Chemistry, Biology/Biotechnology and English as core subjects in both Classes 11 and 12 from a recognized board and must have scored 50% minimum aggregate marks in the PCB subjects if he/she belongs to UR category. For OBC/ST/SC it is 40% marks.
You belong to the OBC category so you require 40% minimum aggregate marks in PCB.
Minimum age requirement is 17 years as on December 31, 2019.

Now, for admission to medical colleges, counselling is conducted for All India Quota seats and State quota seats. In every Government medical college there is 15% AIQ seats and 85% state quota seats. Qualified candidates from all over the country can apply for 15% AIQ seats.
For 85% State Quota seats, every state conducts its own counselling. So, for 85% seats in Governemnt colleges, candidates are required to have the domicile of that state or fulfill the eligibility criteria as specified by the state authorities.
In private colleges there are Management quota seats. For management seats in state private medical colleges candidates from other states can also apply.
Now, since you are from Bihar so you are eligible for 15% AIQ seats in all the Governemnt medical colleges and for 85% state quota seats in Government medical colleges of Bihar and for private medical colleges of some states.
You have asked about applying for Maharashtra colleges. In Maharashtra, it is strictly mandatory to be a domicile of the state to seek admission to government and private colleges. So, you are not eligible.
Now, about the NATA exam-
NATA is an entrance exam for admission to B. Arch programmes. You will have to appear in the exam, clear it and then you can apply to the colleges and institutes that offer admission on the basis of NATA.
Eligibility criteria for admission vary for every institute.
