Can i apply for jee adv even if i don't have cut off percentile but under 250000 rank?

I would like to tell you that getting a rank under 2.5 L doesn't makes you eligible for applying JEE Advanced until and unless you are qualified in the JEE MAIN. So if you do not get qualified and if your score is below cut-off, then you can't apply for JEE Advanced. However, you can apply for state counselling.
