Considering the fact that both Telangana and Andhra Pradesh are now completely separated states, there will be different domicile certificates for both the states. So according to me, you cannot apply for state counselling for Telangana until and unless you have Telangana's domicile certificate. Although, you can apply for colleges in Telangana through All India Quota, in fact that can be done for any of the states.
