If this is regarding NEET, yes you can attend 2 State Counsellings provided you fulfil this criteria:

You have the domicile of both the States
You do have valid proof
And even if you do not have the domicile of a particular State, you still cna participate in the Management Quota round Counselling of States like HP, Kerala, Tamilnadu, Telangana, Karnataka, etc
