Yes you can give a fresh registration for mop up round if you have not registered in the previous rounds. And can have a seat in deemed, central and esic colleges according to your marks.
Fresh registration for mop up round can have between 13 -15 August.

I registered for neet 2019 but I not attended 1st round and 2nd round can I attend the mop up round ? Kindly answer me

Yes you can, you have to do a fresh registration for mop up round and you will be able only if you have not participated in the first and second round. And if you have been alloted a college in previous rounds and you have not taken admission in that college it means you don't want to stay in neet counselling any more.

Yes you are eligible for mopup round even if you didn't attend the first and second round of neet counselling.
The NEET Mop Up Round is, basically, the last and final round of NEET UG Counselling. It is conducted after the NEET UG 2nd Round of Counselling is over and seats are left. In order to fill up the vacant seats, the Mop Up Round is conducted. The Mop Up Round is conducted to fill up the seats left vacant in Central and Deemed Universities.
. Candidates who cleared the NEET UG Cut Off 2019 can appear for NEET Mop Up Round.
Candidates who have not registered for NEET UG Counselling 2019 before can participate in the Mop Up Round.
Candidates who had registered in NEET Counselling but did not get a seat can appear for Mop Up Round Counselling.
Candidates who participated in the 1stor 2ndround of NEET UG Counselling 2019 and got a seat cannot participate in the Mop Up Round.
