can i do diploma and graduation at same time

Tejas, the UGC has modified the rules. Accordingly. Let's say if you have completed your 12th and you want to pursue a diploma and a bachelor's degree together. What you can do is join diploma course through distance education and join a bachelors course through regular mode. This means for example you have completed your 12th with Physics, Chemistry, Biology as your main subjects and you want to do pursue Diploma in Pharmacy and Bachelors degree in Biotechnology. You can join Diploma in Pharmacy through distance education and join Bachelors degree through regular mode. If the college that you are joining for Bachelor's degree has also distance courses you can join the same college for studying in Diploma in pharmacy through distance education and study Bachelors in Biotechnology through regular mode but you cannot study both the courses through regular mode from the same college at the same time. According to the new rules if you want to study two courses at the same time, one has to be true distance education and one has to be true regular mode.
