As per the rules specified by the Medical Council of India (MCI) and most medical colleges, it is possible to study in one medical college and apply for your Compulsory Rotatory Residential Internship (CRRI) in another but it is a long and complicate process. Supposing you have completed your MBBS from Malda Medical College and Hospital, the ideal scenario is to complete your internship there itself as you are familiar with the faculty, system and also entitled to a monthly stipend as per the rules. But if you wish to pursue internship from Patna Medical College and Hospital, this means you are moving out of your parent Institution and University (West Bengal University of Health Sciences). This will require you to obtain NOCs (No Objection Certificates) from Malda Medical College, Patna Medical College and the MCI. It may also require you to pay a Bond amount to Malda Medical College if such a rule exists. Apart from this, you will need to submit your MBBS pass certificate and your Provisional Registration Certificate from the state of West Bengal's Medical Council or the MCI to PMCH. You will ofcourse have to also fulfill the 'externship' eligibility criteria and requirements of PMCH and make it to the merit list to be selected. You may also have to pay a fee to PMCH for your training as specified and will not be paid any stipend when you train there. Hope this helps!
