Can i get a list of states which give admission under state quota even without a domicile?

No state provides state quota without a domicile certificate because d omicile certificate or residence certificate is a necessary legal document for proving that a person is having a residence in a particular state.

But last year Uttrakhand was taking admission for private colleges without domicile and the same we need to know the states which are following same pattern
