can I get a mbbs government college with 200/720 and my category is ST??

As you have got very less marks so it is highly difficult for you to get admission in any private colleges even and you can't think of the government college at that mark.
And even if you get any MBBS course with 200 marks your fees will be very high. But I am tell you that it is very difficult to get any government college at 200 marks.

First of all we need to see NEET UG 2020 Cut Off Marks (ST Category) for Government Medical College. Also from your profile, it seems you are an aspirant from Maharashtra, so I shall provide Maharashtra state's cut off as well.
- Via 15% All India Quota - ST Category - 491/720
- Via 85% State Quota (Maharashtra) - ST Category - 309/720
So, with 200 marks, it is difficult to get MBBS Seat in a Government Medical College. However, there are some Private Medical Colleges where you may get seat.
