If you have a domicile of your state and you are eligible to take admission through the 85% state quota then you can't take admission in your state through All India quota.
Firstly, all the seats in the colleges in your state are divided into 2 parts. 85% of these states are for candidates with domicile and 15% are for students from rest states. So naturally lesser marks and rank would be required for admission through the State quota as 85% seats are under it. So you have better chances in the state quota for a better colleges than you have through the All India quota. The all India quota is for the 15% seats reserved in all the states other than your own where you'd require higher marks for admission.

As cut-off marks vary year to year depending upon number of students appear in the exam and the difficulty level of the exam so if you belong to general category and if you are applying under 15% all India quota seats then you should score above 550 marks to secure a seat in government medical College.i hope this information helps you.
