See if you seek admission in a college which considers JEE Mains for its admission process, you need to appear for JEE Mains. However, there are many colleges who have their own entrance examinations. So, you can opt for Computer Science Engineering in those colleges.
Such colleges include - BITS Pilani, VIT, Manipal Institute of Technology, SRM etc.
Some private colleges take their own exams for admission.

Yes definitely you can get admissions in CSE branch even if you don't appear for jee exams but you have to appear for other engineering entrance exams like VITEEE,SRMJEEE,BITSAT,COMEDK,UPSEE,WBJEE,MHTCET,KCET,TS EAMCET,PESSAT,etc.
If you can score good marks in the above mentioned exams then you will definitely get your desired choice of branch.
