Yes, you can take admission in the middle of the September only in those colleges which have vacant sear or semesters delayed due to their respected reason. Don't know about government regular colleges but yes you can take admission in private colleges. Some open government universities also accept admissions till September end. In Delhi SOL accept admissions till September end with late fees.
