If you want a National Institute of Technology in the Electronics and Communication branch, then your best shot are the north-eastern NITs. The cut-off for NIT Mizoram in the 6th round of JoSAA counselling for the OBC(NCL) category in ECE was 12170, so you have a major chance here this year. You may also try for:

NIT Nagaland
NIT Srinagar
NIT Meghalaya
