You have not mentioned for which examination, these ranks are applicable. For example, If it is JEE main, then With 4,000 rank in obc category, you do have chances of getting CSE ( only for a few states, considering you belong to their correspondimg home states) and civil engineering in most branches. If it is upsee that you are talking about, then the chances are difficult. So, if you could please help us with your exam, we could guide you in a proper way.

Then, yes. Civil engineering had a closing rank of around 1,25,000 in the obc category and electrical engineering ended up with 1,10,000 in obc category. But, With 4000 in obc, top institutes like Institute of engineering and technology, Lucknow in not possible for sure.
