Can I get into clg if my rank is, suppose 6500 and the opening and closing ranks of engineering clg are 7000 and 8500 respectively? if yes... then what is purpose behind specifying the opening rank?

Let make make you clear with an example, suppose in Round 2 of counselling for any seat opening rank is 7000 and closing rank is 8000, then it simply means that in Round 2 the first seat of that particular was allotted to the candidate having rank of 7000 because no one was their having rank less than 7000, and those who were having less than 7000 might have got seat in first round of counselling, and the closing rank is the last rank for which the seat was allotted for that particular round.
So if your rank is 6500 and opening and closing ranks are as similar to that you have asked, then you will have good chances to get the seat.
