Hello Vishnu,
Yes, you can get your seat allotment result even if you don't pay the seat acceptance fees after round one. But if you don't pay the seat acceptance fees your seat will not be reserved for you and will be passed to the next round of counseling as a vacant seat so you might lose your seat in the next round.
