Can I have chance to get Govt. Seat on probabl scored marks 530 and under UR category.

Via 15 percent All India Quota, it seems difficult to get a government medical seat with 530 marks. However via 85 percent State Quota, it depends on your state. So let me know your state in the comment, and I shall let you know if its possible to get a seat with 530 marks or not.
