Can I learn CS in electrical and communication engineering, since in 10+2 I took PCMB?

It is very difficult to continue with two courses.
You can still learn coding skills if you are interested.

u can learn Cs through online courses , but through engineering its not allowed as per the govt. rules . but online u have a very good platform to learn. best of luck .
