With 80% in CBSE you are definitely eligibile for neet examination , the eligibility criteria regarding12th score is as follows " 10+2 or equivalent with Physics, Chemistry, Biology/Biotechnology and English as core subject in both Classes 11 and 12 from a recognized board.UR - 50%, OBC/SC/ST - 40%, PWD - 45% (minimum aggregate marks only for PCB subjects)" so with this you are way above qualifying percentage and are eligibile for neet.
Now coming to your question whether you can pass the examination or not,it depends on neet score not on board percentage ,board percentage is just for the basic eligibility criteria to appear for neet,if you score good enough above cut off marks you will get a decent Govt college also, it will completely depend upon your hard work, dedication and will power to crack the examination, if you work hard you will definitely get in.
