Can i upload declaration in lieu for jee adv. applicationform as it would take some time to get my OBV-NCL certificate and i am new to that?

You may try submitting the declaration in lieu as the verification of documents will take place at the time of counseling . By that time you can submit the new obc-ncl certificate physically at the centre . If this document doesn't work ,even then you will be allowed to give the advance paper but under general category.
