yes a certificate wish you a 14 December 2018 also can be used and even if it is an OBC NCL certificate there is no problem with it but please make sure that it is accurate and not a fake one because during verification if you are caught using unfair means when your registration or the process of enrollment may be stopped and your name baby bell blacklisted from neet examination on medical admissions thereafter permanently

Yes you can use the OBC NCL certificate issued in december 2018 for NEET 2019 councelling, but you have to make sure that it is not a fake certificate and the income status of parents which will be entered in the certificate is based on financial year ending March 31, 2017.
