Hello student,
Can you please briefly mention which college's hostel you are taking about or mention the hostel name, according to my knowledge in every hostel you are allowed to use phone until and unless you are in school hostel . College students are allowed to use phone in hostel but schools have restrictions .So if you are school student i don't think you are allowed to use phone in hostel.
