Can I withdraw my admission from a college before state second counselling if I'm getting a better college through AIQ in NEET UG 2018 ?

Generally speaking, yes you should be able to since its only first round of counselling (for state quotas) which is going on. However, you should check state-specific rules for the same. If you could tell which state you are talking about, I might be able to seek a more specific answer for you.
