Sibce you have not mentioned the name of exam , i consider the exam to be TNEA and 31000 to be your TNEA overall rank.
Considering your rank and the previous year TNEA cutoffs for kongu university for CSE,you do not have chances of getting a CSE seat in this university because the maximum closing rank for the last year was23 k and your rank is much more than that. So the chances seem to be negligible.
