Yes Navdeep, NIOS students are eligible to apply for NEET 2020 and do their MBBS. You can apply for NEET exam. However NTA has stated that eligibility depends on the final verdict of the special leave petitions filed by MCI.
The other eligibility criteria are that you should be of at least 17 years as on 31 December 2020. Also you should have scored at least 50% in your 12th board examination (45% for PWD, 40% for SC, ST and OBC candidates).
