If your main goal is ISRO, space research, or becoming a scientist , then Indian Institute of Science Bangalore is the better choice.

Its B.Sc Research program gives very strong exposure to:

Physics
Mathematics
research projects
higher studies pathways

which directly helps for careers in ISRO, DRDO, research labs, and academia.

Thiagarajar College of Engineering ECE is also excellent, but it is more industry and placement-oriented. It is better if you want:

corporate jobs,
software/electronics placements, or
a safer engineering backup.

So overall:

Pure research/ISRO/scientist path - IISc Bangalore
Placements + engineering career + backup options - TCE ECE
