Can the seats get filled in the 1st round only?

As you have not mentioned about which course you are asking for . That's it would be tough to suggest you exactly anything but still seat filling depends upon the number of students applied for the counselling , if there are large number of students in 1st round of counselling under the cut off demands of the colleges seat gets filled in first round only but if there are less students applied for counselling then chances are there of vacant seats .

The colleges you get in your first round depends on 2 factors- the colleges you selected in your choice filling and the cutoffs for those colleges in the previous years. For eg, if you applied in all IITs with a rank of 2lakh+ you have little chance of getting into any college in the first round if you don't avail your category rank, if any, or state quota.
So the colleges allotted to you will totally depend on these.
