Handkerchief is not allowed for the NEET Exam.

There's no such rule about the handkerchief though but I would suggest you avoid carrying it as any kind of extra cloth, paper is prohibited in the exam room. The handkerchief can easily be used for unfair means hence do not carry it with yourself to avoid any further complications.
