If you are applying under State quota you should fuldil the State eligibility quota. And if you are applying under All India Quota, you shpuld fulfill the desired eligibility criteria. As long as you fulfill the eligibility criteria and you qualify in NEET, there is no restriction that you should not study in the same state twice. Because it depends on Merit and counselling.
