The NEET UG 2019 Cut offs varies as per the category, top score, number of candidates and difficulty level of the test. It varies every year. If you score less than the Cut off of any Medical College, irrespective of whether private or Government, besides your choices or preferneces of college, you would only get admitted to Privates or else you need to pay donation. It all depends on your score and category but not choice (only if your score are less then the cut off).
