Can we get a government college for btech course on 12th Merit ?

Admission to B.Tech is only based on entrance exam and not on 12th merit like JEE Mains and many more. For admission in
IITs NITs,DTU etc should give JEE exam to be eligible for admission in these colleges.
12th merit is only one of the criteria to be eligible to write entrance exam. Even private universities require entrance for admission.
