Can't we get seat in IIT by writing b-arch exam

B arch is a course available in iit as well. You have to clear IIT main then advance then a exam for architecture or the the exam jee arch

you want join B.Arch in IIT karagpur then you need to clear JEE mains paper 1, as paper 2 is only for admission into NITS and other colleges. As per your query it's not possible to get an admission into karagpur IIT only by writing Mains paper-2 without clearing paper 1.
