The creamy/non-creamy layer for OBC candidates is based upon the annual income of the parents/guardians of the candidates. There is a central list of OBC prepared for each state based upon which it is decided whether the candidates fall into the creamy or non-creamy layer of OBC. The annual incomes affixed for each state are also different.
