Hi Binay,
The following are the eligibility criteria to obtain a domicile certificate from Bihar Govt :
-Applicant must be a resident of Bihar for the past three years.
-Applicant must own a house/property/land in Bihar
-Applicant's name should be included in voter's list.
-Female applicants can apply if they are married to a person from Bihar.
-In case of minors, the certificate is issued based on their parents' residence.
