There is an Ex-Servicemen quota under 85% for state quota .But 15% is different one. They do not fall in this category. Some states may have reservation for Defensce.
If you are a localite from same state they can include you in 85% reservation quota. About Tamil Nadu I can't say because every state has different quota reserved for different purposes. Some states like Maharashtra & Haryana have this quota.
It would be better if you contact your TN counselling authorities.
